There are a few places to get Electro-transmitters in Star Ocean Divine Force. The first is by exploring Nihlbeth area for green collectibles, and you’ll get Electro-transmitter randomly. The second is that you can purchase Electro-transmitter from a shop in Baldaar for 1930 Fol each.
