Black Titanium can be obtained in two ways in Fallout 76, and both of them are related to breaking down items or making them by using a chemistry station. You can break down High Int Rocks into 2 Black Titanium and Miner Suit Scraps into 1 Black Titanium.

High Int Rocks can only be obtained from Dr. Bethy Mangano, which you can find near Clarksburg. As for the Miner Suit Scraps, they will be dropped by Mole Miner enemies. You can find a list of the best locations for farming Mole Miner:
